If you go to www.hughesfire.com > Sales > Construction Photos > Custom Pumper (I would have posted the link, but they hide it, so you have to navigate from their main page), you'll see the first six (along with a bunch of new Velocity's under construction for Mesa, an Impel for Goodyear, and others).

There are six (6) Phoenix Impel's under construction right now: 36134-01 thru -06.

Did Phoenix split this order with Rosenbauer again?

Not sure about any other Rosenbauer orders, but your post references order #37499 (I assume -01 through -08).  The orders on the production line at Pierce are all #36134-xx.  So, it could be that Phoenix actually has 14 units on order from Pierce .
