The Joint Air Support Unit (“JASU”) for the Cities of Glendale and Burbank currently has three (3) MD-520N No-Tail Rotor (NOTAR) helicopters, one of which (Helicopter N102CG) was purchased in 1998 (26 years ago) and the second helicopter (Helicopter N103CG) was purchased in 2006 (18 years ago). The Police Department has been using MD helicopters for the past 32 years. One of those helicopters (N102CG) has been in operation for 26 years and needs to be replaced because of its age and the lack of replacement parts due to the phasing out of such helicopter models by MD. Purchasing the next generation model helicopter from MD (Model MD-530F) will ensure continuity of service and will create a smooth transition as the new model has the same core design and functionality as the NOTAR. The MD-530F helicopter for the JASU will cost $5,040,000. The cost of the helicopter is split equally between Glendale and Burbank. Therefore, staff is requesting for an appropriation of $2,520,000 from the Joint Air Support Fund’s net position and $2,520,000 from the Joint Air Support Fund’s Joint Air Support Maintenance Fees.
  2. The Fire Department requests a fire command vehicle to respond jointly with the El Segundo Police Department ("ESPD") on emergency incidents. The current command vehicle has outdated technology and is incapable of capturing visual intelligence for civil unrest, fires, disasters, and other incidents. One such recent event, a historic rainfall in February 2024, triggered the activation of El Segundo Emergency Operations Center ("EOC"). During this 8-day period, the responding EOC team lacked centralized real-time visibility to incidents that were being reported throughout the city (ground erosion, down wires and trees, and flooding at parks and other public areas). Having this technology on hand during an EOC activation will allow staff to verify reported incidents and well as assist in a proactive response strategy (road closures, windshield surveys). This command vehicle has two components: the one-ton truck (required load capacity), and a technology module with emergency radios and intel monitors that display live drone footage, pre-fire plan building maps, and incident response information. Utilizing a command vehicle with this technology and partnering with ESPD gives the incident commanders a higher level of awareness of what is happening on an emergency scene. This information will aid critical incident decision -making, resulting in improved first -responder safety and increased efficiency while responding to disasters. The current battalion chief vehicle will be used as a back-up vehicle to respond to out-of-county mutual aid incidents or as another command vehicle if the primary command vehicle is being serviced. Further, the current battalion chief vehicle is a 2018 model and is nearing reserve status (backup vehicle). The requested new command vehicle, along with utilizing its technological capabilities, will become the primary vehicle for the on-duty battalion chiefs. If approved, the response concept will be for the Police and Fire Departments to respond in unified command with a new fire command vehicle that can accept live feeds of incidents from unmanned aerial vehicles (drones). The live footage will simultaneously be accessible from the command vehicle, the executive conference room, and the EOC and enable decision makers to monitor developments from the scene. Total Cost with Installation of Technology package is $204,030.54

On 1/12/21 Torrance City Council approved the implementation of the EMS transportation program, which included the purchase of eight Type Ill Medix ambulances. During the final public hearing on the FY 2018-2019 Proposed Budget, the City Council unanimously approved the budget, which included Decision Package #26 “Los Angeles County Study of Redondo Beach Fire and EMS Services”. This Decision Package set aside funding for a proposal from the Los Angeles County Fire Department for the provision of Fire/Rescue/EMS and Harbor Rescue services in Redondo Beach, and appropriated $30,000 for the associated study. The Letter to Fire Chief Daryl Osby of the Los Angeles County Fire Department is the necessary first step for requesting Los Angeles County Fire Department services.

The Torrance Fire Department has been approved to purchase three (3) 2018 Dodge RAM 4500 cab and chassis vehicles with refurbished paramedic rescue bodies from Phenix Enterprises in the amount of $421,899.12. They also were approved to purchase one (1) new 2018 Dodge RAM 4500 rescue vehicle as well. The new vehicles will replace one reserve (2000 Ford E-350) and three frontline rescue vehicles (2005 Ford E-450, 2005 Ford E-450, 2008 Ford E-450). The 2008 Ford rescue which has 66,693 miles is non-operational due to diesel engine damage. The new units will be unleaded gasoline vehicles. Apparently the ambulances that they purchased and were testing out were not favored and they are bringing back the squads.

The vehicles recommended for approval include one 2018 Pierce Arrow XT 107' Tiller (aerial ladder truck) and one 2018 Pierce Arrow XT Engine (units 114 and 124 respectively), one 2018 Dodge Ram 3500 Pickup Truck (battalion) and two 2018 Dodge Ram 4500 Pickup Trucks with squad bodies (rescues) (units 107, 135 and 136 respectively) for the Fire Department.
  18. Redondo has utilized ambulances for their paramedics but they do not transport. A 1986 ruling by the Court of Appeals in California held the County responsible for the provision of 9-1-1 Emergency Ambulance Transportation Services to all residents of the County, including persons within incorporated areas. As a result, the Department of Health Services (DHS) created Exclusive Operating Areas (EOAs) for contract Ambulance Operators. At that time, public sector Fire Departments which could demonstrate to the satisfaction of the County that they had been performing uninterrupted emergency medical response to their community could maintain the right to do so going forward, without ever having to apply for this privilege again in the future. This right existed providing the public sector Fire Department had never waived their right to perform transport services under HSC Section 1797.224. These so-called “224 transport rights” have been the subject of a disagreement between the County and the City of Redondo Beach, as the County believes that the City Of Redondo Beach gave up its 224 transport rights some time ago. When the City has pressed the County to recognize the right of Redondo Beach under this section, the County has refused to do so. This is why transport service is presently provided within Redondo Beach by a private ambulance carrier under a ten year contract with the County. In 2016, the County once again denied the RBFD proposal for transport. This is why they are purchasing squads.

  25. The Santa Monica Fire Department has been approved to purchase one (1) KME Type 1 Ladder Truck and four (4) KME Type 1 Fire Engines in the amount of $6,366,513. Funding for an additional Type 1 Aerial Ladder Truck and one Type 1 Fire Engine is contingent upon Council budget approval within the next 5 years.
