For those drivers of emergency vehicles who still don't comply with their duty to fully stop their vehicle at a stop sign or red traffic signal, they must understand that they are not above the law and can be charged if their actions result in serious injuries or death.

It doesn't need to be that technical. Emergency vehicles approaching a stop sign or red traffic signal MUST come to a complete stop, insure that they have been granted the right of way and then proceed cautiously through the intersection. This is part of 'driving with due regard'.
