I notice that the rigs don't have mechanical sirens on them and is Scottsdale still part of Rural Metro or is it a local government operated Fire Department?

Rural Metro ended their contract as the fire service provider for Scottsdale on June 30, 2005

Yes, its a municipal fire department now.  No relationship with Rural/Metro any longer.

So a ladder tender is an engine with more ladders and extrication equipment? What's the point of it? Being in Cali, I've never heard of a LT and I am curious of it's function. Is it staffed 24/7 with a full crew?

LT's saves wear and tear on the Ladder,  LT's run EMS, MVA etc.. calls in the Ladder Co.s first due and cost 1/2 of what  a 1.3 to 1.5 Million Ladder Truck cost

Ladder Tenders general cross manned, like Gilbert Fire said they reduce wear and tear on the Full "Big" Ladders, depending on agency LT's can be rescue engines, Medium Squad style or even Small squad style rigs
